State governments in Germany are likely to reject a proposal to subsidise retrofitting of diesel particulate filters, according to dpa-AFX news.

The Department Finance and the Environment last week made public a proposal to give an allowance of EUR300 for filters fitted between January 2006 and January 2008. In addition, new car buyers would be required to pay an additional tax of EUR300 on new cars sold without a filter, or cars that do not meet future Euro V emissions requirements.

The measure is likely to be rejected because of its cost to the state governments. In addition there are objections to the fact that the measure shifts the burden of responsibility for this environmental protection measure from the vehicle manufacturers to the consumer. Some state representatives argue that vehicle manufacturers should be mandated to fit filters.
