US energy secretary Steven Chu plans an announcement on Tuesday morning (EDT) in Michigan, the paper said, citing government officials familiar with the matter.
A spokeswoman for Chu and spokesmen for Ford, Tesla and Nissan declined to comment to Reuters on the report.
