Taiwan’s new vehicle market declined by almost 7% to 36,485 units in November 2025, down from 39,181 units a year earlier, according to registration data compiled by Taiwan’s Ministry of Transportation.

Taiwan’s vehicle market has weakened significantly over the last year following two years of strong growth, amid sluggish domestic consumption. Overall economic growth in the country has been strong this year, at over 7%, albeit driven mainly by surging exports and strong fixed investment.

In the first eleven months of the year, the vehicle market declined by almost 12% to 367,133 units from 416,540 units in the same period last year, with sales of domestically-produced vehicles falling by 12% to 189,947 units and import sales also down by 12% to 177,186 units. Sales of battery electric vehicles (BEVs) amounted to 25,373 units in this period, led by Tesla with 11,043 units, followed by BMW with 3,462 units, local automaker Luxgen with 3,064 units, and Mercedes-Benz with 1,711 units.

The performance of the individual brands varied significantly in the eleven-month period, with market leader Toyota reporting a 2% decline to 112,183 units; followed by its Lexus luxury division with 26,824 units (+1%); CMC with 22,197 units (+22%); Mercedes-Benz 20,589 (-16%); Honda 20,241 (-15%); Hyundai 16,990 (-17%); BMW 15,733 (-16%); and Mazda 12,468 (-6%).

Last year, Taiwan reintroduced minimum local content requirements for locally-assembled vehicles – regulations that had been discontinued more than two decades ago. Under the new rules, locally-assembled vehicles are required to have a minimum local content of 15% in their first year of production, rising to 25% in the second year and 35% in the third year. The government claims the new regulations are mainly aimed at ensuring minimum safety standards while also protecting the country’s component supply chain.
