The World Trade Organisation (WTO) has ruled that emergency tariffs imposed by the Ukraine in 2013 on imported vehicles violated global trade rules and is urging its government to reverse them.
The Ukraine doubled import tariffs from 6.5% to 13% in early 2013 to protect its vehicle industry amid a sharp market downturn following intense domestic political turmoil.

The complaint was brought to the WTO by Japan which argued that the Ukraine had failed to notify the WTO at the time – providing no time for member governments to discuss the measures – had failed to justify the measures and had left the measures in place for too long, in violation of the 1994 GATT agreement.
The Ukraine, which has been a member of the WTO since 2008, can appeal the ruling within 60 days. A similar complaint was brought to the WTO by Japan and the European Union against Russia.
