The newspaper, which cited Industry Ministry officials, said the government may distribute up to 200,000 vouchers next year that can be used to buy foreign-brand cars produced in Russia or domestic marques.
About half the cars in Russia are more than 10 years old and may be eligible for the programme, the newspaper said.
Russia’s car market has collapsed this year and Russia’s government is becoming increasingly concerned about the possibility of social or political unrest in areas worst hit by declining output.
