The tyremaker, which has a manufacturing facility close to Moscow, has previously run its Russian and eastern European operations as part of its European unit.
The new unit will take responsibility for operations in Russian and 11 other countries, six more than it currently covers.
Similar moves have been made by automakers Mitsubishi and Toyota in recent years. Russian units once part of European operations now report direct to their respective headquarters in Japan.
