The body said some consumers held back for the chance of lower prices when the new goods and services tax (GST) is introduced in April.
Passenger vehicle sales in January were flat at 44,697 units, while commercial vehicle sales increased by 6% to 5,905 units.
Local reports suggest Perodua led the market last month with 16,067 sales, followed by Proton with 8,900 units, Honda 6,522 units and Toyota 4,064 units.
