VW shares initially dipped 3% by 10.24GMT, underperforming the DJ Stoxx Automotive Index which was down 1.2%, Reuters reported, but recovered to -0.44% by 14:14GMT.
Qatar was not immediately available for comment while Volkswagen declined to comment.
