According to the German news magazine, Focus, industry representatives discussed a CO2 component at an insurance industry conference in Berlin recently.
The insurance industry would reward those who reduce their annual mileage and thus their CO2 emissions by offering them lower insurance payments.
Insurers are preparing themselves for the introduction of the scheme in 2011.
