According to ENDS Europe Daily, the legislation would establish a harmonised methodology for calculating lifecycle costs of fuel consumption and CO2, NOx, HC and particulate emissions. The requirement would come into force from 2012.
The rules could reduce CO2 emissions by up to 1.9m tonnes annually by 2017, according to a study by PriceWaterhouseCoopers. Vehicle purchase costs would increase by around EUR11.5bn, but would be more than offset by fuel savings of EUR21.3bn and avoided emissions worth nearly EUR12bn.
The proposal revises a previous Directive from December 2005 on the promotion of clean vehicles. The revised text covers not only the reduction of pollutant emissions but also CO2 reduction and improvement of energy efficiency. It focuses not only on heavy duty vehicles but applies to all vehicle categories.
