Delphi Automotive Systems (NYSE: DPH – news) is making several changes in its manufacturing operations.
Brian P. O’Neill, manufacturing manager for Flint (Mich.) operations, is named general director of operations for Delphi Delco Electronics Systems. He will report to David B. Wohleen, president of Delphi Delco Electronics.

Shannon S. Liddell, plant manager of the original equipment manufacturer (OEM) plants (Plants 2 and 6) at the Flint East site responsible for fuel systems and air induction products, expands her responsibilities to include the plants responsible for aftermarket products at the Flint East site. She will report to Jim Chestnut, director of manufacturing operations and planning.
In alignment with these announcements, Milt Scheffler, plant manager of the aftermarket plants (Plants 3 and 7) will report to Liddell; Gerard J. Gutberlet, plant manager for Flint West, will report to Chestnut; and Pam Pitsenbarger, personnel director for the Flint East and West sites will report to Chestnut and to George Albrecht, divisional director of personnel for Delphi Energy & Chassis Systems.
O’Neill began his General Motors career in 1964 as a General Motors Institute cooperative student at the former AC Spark Plug division in Flint, Mich. After assignments as a manufacturing supervisor and general supervisor, O’Neill was assigned as supervisor of industrial engineering in 1973. In 1976, O’Neill was promoted to senior reliability engineer and held assignments as superintendent of quality control and superintendent of inspection for AC Spark Plug. He was named operations superintendent in 1981, a position he held at two Flint plants until his promotion to plant manager for AC’s Gennevilliers, France, operations in 1986. In 1989, O’Neill returned to Flint as manager for two Delco Electronics Division plants. In 1995, he was promoted to managing director of Kokomo operations for Delco Electronics. He then became operations manager at Flint East for Delphi Energy & Engine Management Systems before being named manufacturing director for Delphi’s Flint operations in 1999. He holds a bachelor’s degree in industrial engineering from General Motors Institute.
Liddell began her career as a cooperative student for General Motors’ Chevrolet Division in 1977. She was a college cooperative student before being promoted to plant engineer in 1983. She was promoted to senior plant engineer in 1987, then became general supervisor of maintenance in 1988 at AC Rochester Flint West facility. Liddell was named senior project engineer in 1989 before being promoted to assistant staff engineer in 1994. She became superintendent of maintenance and plant engineering in 1996 and in 1997 became superintendent of production. In 1999 she was promoted to plant manager of fuel systems and air induction products. Liddell earned a bachelor’s degree in mechanical and electrical engineering from the former General Motors Institute. She earned a master’s degree in electrical engineering from the University of Michigan under a General Motors’ fellowship and a master of business administration from Purdue University.
