Higher duties were introduced at the end of last year as a temporary measure to support domestic carmakers.
However, a document prepared by the Ministry of Trade and Industry suggests that the 30% duty on imported cars is having a positive effect on the Russian automotive industry.
It also says that Russia now manufactures more cars than it imports and that the higher duties have protected jobs in Russia.
A government committee will decide at the end of August whether to maintain the 30% import duty.
