German newspaper Frankfurter Allgemeine Zeitung reported that Dimas is currently preparing a directive on the subject to put before the European parliament and EU governments in the next two to three months.

A detailed announcement of Dimas’ proposals is expected on 24 January. The European automotive industry earlier signed up to a voluntary agreement to limit CO2 to 140g/km by 2008, and 120g/km by 2012, but is not on target to meet even the 2008 limits, prompting the European Commission to propose legislation.

According to the Frankfurter Allgemeine Zeitung, EU industry commissioner Günter Verheugen is against imposing upper limits on greenhouse gas emissions, particularly as it impacts German vehicle manufacturers disproportionately, because they produce larger cars.
