I wonder what the real story behind NAC and SAIC possibly getting together to cooperate really is. I doubt that Hu would have said what he said if a deal or understanding hasn't already been arrived at. Maybe the people at NAC came to a realisation that they had bitten off more than they can reasonably chew. Punching above your weight gets tiring after a while. And perhaps the government applied pressure behind the scenes.
